    In place

    "No effective mechanism is in place to prevent the group from taking advantage of the constant cash flow into the city".

    Could the expression: "in place" be replaced with "available" in the above sentence?

    I am not a teacher.

    Sort of. It's really more like "established". It is in place the way a large piece of machinery might be.

    In your example , with "in place" my inference would be that some mechanism is actually in effect but it is not effective, especially if the speaker/writer were to emphasize the word "effective". With "available" I would infer that while some mechanism(s) could be put in place, it/they has/have not been.
