    Both could be correct depending on the context and the meaning.
    "needs" and "is to be" are different from each other.

    If something needs to be done it just means it's necessary to do it.

    I'd say that This work is to be done sounds more authoritative, like you were giving orders about some arrangement.

    This issue is to be discussed sounds like you were talking about a future arrangement, more of an official plan.

    If there's going to be a staff meeting and I just want to tell them that we might be discussing certain issues I guess it's impolite to say "it is" I would stick to "it needs to be"?
