    Looks like both: Narcotic - Wikipedia, the free encyclopedia but the meaning varies depending on if you are talking to law enforcement, lawyers, doctors, or the phramaceutical company.

    In addition to Marmoset's point, it is sometimes used in the media or in non-specialist circles to refer to the stronger illegal drugs.
