What is this supposed to mean?(rop)

I read it on a piece of B. Bryson's writing:
"Time, you discover, has wrought changes that leave you feeling mildly
foolish and out of touch. You proffer hopelessly inadequate sums when making small purchases,..."

I mean what is proffering inadequate sums when making small purchases have anything to do with the fact that time does march on????
I don't get his implication AT ALL.

With the passage of time, the price of things increases.

If you pick up a newspaper, not having bought one for ten years, and offer the seller the same price you paid last time, you feel foolish when he asks for five times as much.
