    Question about voa's article

Authorities say at least 19 people have been exposed to radiation and more than 160 others may have been.

The above sentence was quoted from VOA.

    I have a question:

The sentence is OK? Is there any other way to describe that?

    Thank you in advance.

It's fine. You could add 'exposed' as the final word, but it's not essential, particularly if the speaker stresses the words I have underlined.
