    Is it correct to use both present perfect passive and present continuous passive on the following sentences:

    The roadways have been jammed because of people's dependence on cars.
    The roadways are being jammed because of people's dependece on cars.

    Another example:
    The air is being polluted by fumes from cars and trucks.
    The air has been polluted by fumes from cars and trucks.
