    I don't think there is one official term, it would depend on the context, "rioter" is possible, "insurgent", "terrorist", there are several possibilities.

    If there's no violence, just an atmosphere of resentment and resistance, it's possible (in Br Eng, used by people with a memory of military discipline [as it was an offence in the army, even though the culprit hadn't 'done' anything]) to use the expression 'dumb insolence'.
