I don't think that that affects the answer. It's a question of whether the subject of the verb in the relative clause is who or its antecedent. I go for 'who' -"It's only you who is confused".

However, many disagree. I would say, "It is I who is leading this project". Many would say, "It is I who am leading..."

On balance, I go for "are".

I understand because there are two answers, with Fivejedjon and Bhaisahab giving different versions.

Maybe other members can help us come to a conclusion.

There is no conclusion. It's one of those things.

Exactly. I would not dream of saying that bhaisahab is 'wrong', and I am guessing that he would not say that I am 'wrong'. There is no absolutely correct answer to this question; some of us prefer one way, others the other.
