    I'm not sure that the proffered choice is the best. To keep one's head above water is to survive, but barely.

    There is an important difference.

    Ekeing out a living means surviving, but barely, in the long term.

    Keeping one's head above water, on the other hand, means surviving, but barely, in the short term.
