If we are at the water's edge, we are on the banks of a river, stream, canal etc.

The idiom is "politics stops at the water's edge".

Look up if the word "brinkmanship" is what you've been looking for.

Brinkmanship is something very different. It's a political/military strategy of pushing things to the brink of disaster.
