    not only....but also

    A blogger writes:

    A police raid on a local gay bar in the South Bund area has shocked not only Shanghai's gay and lesbian community, but also many of the people taken into custody because they were at the bar watching a male stripper.

    A comment:

    Well, this incident presumably shocked 'the but also people' first, and then 'the not only ones'. In other words, have you used 'not only...but also' correctly?

    A careful writer would have reversed the order of the expressions, as you suggest. 'but also' can be primary in importance, but is secondary in immediacy.
