    I wouldn't use either. I would use, "The fees for three four-month terms".

    What if there is already a for before the expression, like,

    $4,900 for the fees for three four-month terms

    Can I change the second to of, that is to say,

    $4,900 for the fees of three four-month terms

    No, "for" is better.
