    Jpn Govt's English

The following is the first part of an English translation of the Japanese government's press briefing. I can see it's bad English but cannot place my finger on what's wrong. Can someone help me out on this? Thank you.

The Government is in the coordination for temporary re-entry within a 20km radius of Fukushima Daiichi Nuclear Power Station operated by Tokyo Electric Power Company (TEPCO) with a target of starting the operation immediately after Golden Week holiday where the preparation is done early.

I am not an English teacher, but as a native speaker, I think the main problem is "in the coordination". I think what they mean to say is:

"The government is in the process of coordinating temporary re-entry within a 20km radius of Fukushima Daiichi Nuclear Power Station operated by Tokyo Electric Power Company (TEPCO) with a target of starting the operation immediately after Golden Week holiday if the preparation is done early."
