Imagine a person literally being on the floor at someone's feet. It's an expression of adoration, worship, submission or love. It can also mean begging someone for forgiveness and such.

Another idiom is "to throw oneself at someone's feet".

She's obviously extremely in love. I mention "love" in my explanation above.

PS the title of your thread is "to be on someone's feet" (which doesn't mean much to me).
