    Talking iPad 3 to arrive in 2011?

    I saw many sentences use that structure in the news, for instance, "Samsung Galaxy S II to arrive in UK on April 27th, but only through Phones 4u", or "German Goetz to arrive in Hanoi to be new coach". I think it means "will arrive" (I'm not sure), but I don't know where that structure comes from, and it's the short form of what structure?
    Could anyone help me?

    Is planned/expected/hoped... to. More or less any verb is possible. The marketing departments use this abbreviation, in the hope that people will assume the verb is 'going'; journalists use it in the hope that readers will think they know more than they do.
