fire on one end, fool on the other?

This seems to be a non-smoking campaign phrase, but what do you mean by fool?Is it an idiot or a figurative meaning?

ex)fire on one end, fool on the other.

It is foolish to smoke. Yes, it is saying you are stupid if you smoke.
