    they were all bald

    Hi

A certain man was talking to a lady and told her: My forebears, you see, were quite disgustingly rich.

(the narrator says) ’He made the statement neither boastfully nor deprecatingly; he mightliave been saying that they were all bald.

‘My grandfather, a far-sighted man who seemed to have
considered the possible devaluation of money, endowed
    the school lavishly.

I checked the meaning of "bald" and I'm not sure what the author meant here?

He said it in a flat tone. His intonation when he said "They were quite disgustingly rich" was as flat as it would have been had he said "They were all bald".

    Hi

So it says: He said that they were disgustingly rich in such a flat tone like he was saying that they were all bald.

It just means that there were no emotions in what he said?

He said it neither boastfully nor deprecatingly -- he was neither bragging about his ancestors being rich nor was he belittling it. He just said it matter-of-factly.
