    There aren't many people around, so it's all right to talk, though I wouldn't be surprised if that Cissy bleeding Weiner doesn't have her beady eye out somewhere, and her radar lugs.

    Why not "would" here? Please.

    In informal coversation with 'I wouldn't be surprised' we sometimes use an illogical 'not' in the situation we are talking about.

    Logically this sentence should read, "I wouldn't be surprised if ... Cissy ... had her beady eye out ...",
    or,
    " I would be surprised if ... Cissy ... didn't have her beady eye out..."

    I do not recommend that you follow the illogical example, though native speakers understand it.

    I'd call this wrong, and mark it so in an essay.
    I'm not really sure it's that common. It's not colloquial in Aus. People can forget how many negatives they've used at times. To me, that's what it sounds like.
