    I picked 3 but the answer is 1. I think finally is also fit for the question.

    No. If it was finally, it would say "has finally come..." not "to come."

    I understand that it would be "has finally come to" if finally was correct for the question.

    What I still don't get is that "he has yet to come to ...".

    "has to" expresses a strong obligation. So, the sentence is the same as "but he must come to..". It sounds wired to me.
