Please check out the following sentences.


(1) As a matter of course that a foreigner speaks Chinese mandarin with a foreign accent.
(2) It is natural and right that a foreigner speaks Chinese mandarin with a foreign accent.
(3) It is deservedly that a foreigner speaks Chinese mandarin with a foreign accent.

(1) Since I am self-studying Mandarin, I am eager to join this

thread. May I?

(2) With the greatest respect, I believe that none of the sentences

would be considered "correct."

(a) I am 99% confident that No. l does not count as a sentence. It does

not have a subject.

(b) No. 2 almost sounds like a command or order.

(c) "Deservedly" only confuses things further in No. 3.

(3) I am certainly no writer, but I think that you wish to express

something like:

It is to be expected that a foreigner will speak Mandarin with an accent.

NOTES: (a) It's not necessary to say "Chinese Mandarin," for most

people know that "Mandarin" is the official Chinese dialect (b) It's not

necessary to say "with a FOREIGN accent," for you have already referred

to a "foreigner."

(4) I am sure that other posters can come up with a better sentence

than mine.

It is to be expected that a foreigner will speak Mandarin with an accent.
Or, to change as little as possible in Ashiuhto's sentence (that, I agree, is not an actual sentence):

It is a matter of course that a foreigner will speak Mandarin with an accent.
