    difference between two sentences

    1. we should prepare reports to submit to the Accounting Department.

    2. we should prepare reports which are submitted to the Accounting Department.

    I think that both sentences tell the same thing.

    Is there any difference?

    I agree that they essentially mean the same thing.
    Although #1 implies that the same people preparing the reports will also submit them while #2 implies that the reports might be handed off to a different person who will actually submit them.

    Also, the first word in each sentence should of course be capitalized

    Only the first is idiomatic. The second contains an implicit contradiction between hypothetical items (the reports that we should write, but have clearly not yet written) and extant ones (the reports which are - currently - submitted...)
