    Is it "cruel, more cruel, most cruel", or "cruel, crueler, cruelest" ?

    You can use either (analytic or synthetic).

    A Director to an actor: 'Can't you be crueller [your spelling's right in Am Eng]: think of the cruellest [or] most cruel person you've ever met - more cruel than anyone else in the world.'
