    How to ... has become an important issue. Can I say this?

    Hello, there.

    I know a clause introduced by what can be preceeded with is, as in What I don't like is his manner. Can I use how to to introduce a clause in the same way?

    Yes, it's correct. That's I believe what bhaisahab meant.

    PS: I you want to find out more about such constructions, you may want to google cleft sentence. (I don't know how much there is to be found, but this is the structure's name.)
