    I would like to know the difference between "1" and "2".

    2. I guess you could say that it was all his fault.

    No significant difference, except perhaps that #2 might suggest another or others might have been at fault.

    The second could also be used when the person doesn't really want to apportion blame but accepts the situation- you could say could distance the speaker a bit from the blaming.
