    What does "cast" or "shares cast" mean in the following?

    Here's a modest proposal: shareholder resolutions that pass by 60% of the shares cast for two consecutive years should be binding.

    In the quoted sentence, does "shares" refer to "votes"? I thought it means "stocks".

    Some shares of stock are "voting" shares and others are not. If you have voting shares in a company, that gives you the right to vote during its meetings. The more shares you own, the more votes you have.

    I read "60% of the shares cast" to distinguish the number of actual votes from the number of voting shares. Not all shareholders will bother to vote in all meetings.

    There could be 2000 voting shares, but if only 1000 votes are cast, then 600 would be needed to pass a resolution.
