Dear Teachers,
I have a little confusion on the used preposition here in the statement made by British PM Mr. Camroon when president Obama was on a state visit to the UK
" ..relations are essential to our security. Why did he not use ... for our security.

He could have used either. You'd have to ask him why he chose "to".
