It is saying that " The number of Yellow pencils is 7 fewer than 8 times the number of Black pencils"

Is it correct expression?: Yellow pencils = 8 Black pencils - 7

No. We don't know how many pencils there are.

If there were ten black pencils, there would be (8 x 10) - 7 = 73 yellow pencils.
