    bad as they come


    An old lady is talking to a man about a certain guy whom she doesn't like.
    She says about him: ... but you know what he is, bad as they come ...

    Does it mean he's the worst of the worst?

    Yes. She might have said, "They don't come any worse than him", with the same meaning.
