    to meet a need?

What's the meaning of this sentence "meets a need" in this context?

    - This radical shoe meets a ned because the volume of the average foot can change by as much as 8% during the course of the day.

It might mean "to satisfy the need" of those who wear this type of shoes?

Yes. It's not clear what makes this shoe "radical;" perhaps the shoe expands in some way. Most people's feet swell during the course of the day and a shoe that was comfortable in the morning may not be so at night.
