    floor is slippery

    1. If the floor is full of water.
    We can say the floor is slippery.

    2. If the floor is full of trash and in a mess which may cause other people falling over.

    Can I say the floor is slippery under this situation?

    A floor is only slippery if there is water or another liquid which makes it likely that your feet/shoes will actually slip and slide on the floor.

    If the floor was covered with slimy rotting food, the actual food would be trash/mess but the floor would indeed be slippery due to the condition of the food.

    Normally, though, you would see a "Slippery floor" warning sign when there is water or polish or varnish on the floor, making it likely that you will slip and slide.

    If the floor is cluttered with objects, we might say it's a tripping hazard. But that's not the same as slippery.

    You'd be better saying, "People might/could be tripped ... " because there is no certainty that they will be.

    An object trips a person.
    A person trips over an object.

    For info, something can "trip up" a person.

    During the court case, he was tripped up by a clever question from the lawyer for the prosecution.
