    could ever have done

    Hi

A woman was looking at two dogs attacking a sheep.

One dog was at its throat, tearing as savagely as any wolf
could ever have done; the other was slashing away, with
bloody fangs, at a hind leg.

Does it mean that the dog was tearing it as savagely as a wolf?

Yes, this is what it means. The dog was attacking the sheep as ferociously as any wolf.
