    What phrase is this?

    Is the phrase "improved recruiting by the academies" a Noun Phrase or an Adjective Phrase.

    In what sentence? It's usually impossible to attribute a part of speech to a word of phrase unless it's in a grammatical context.

    The increased in the number of graduates is due to improved recruiting by the academies.

    I'd call it a noun phrase. The main word is "recruiting" - a gerund, noun.
    "The increase in the number of graduates is due to recruiting"
    The noun "recruiting" is then modified by an adjective, "improved", and a prepositional phrase, "by the academies".
