    A better title would be The neighbors’ new dog.

    'The neighbours' new dog is small, quiet and shy.'

    But the first one is okay also. The serial comma is optional, not wrong.
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
