When do we use THAT?

Hey, who reading this topic. Who can explain me when do we use "THAT" in English?
I watched a film and I saw a lot of example.
For example:
Kid: Excuse me, but this is an emergency.
Woman: Yes sir.
Kid: What city is that over there?
Woman: That's New York, sir.
So, why did woman say "That's New York" ?
If I had I would have been instead that woman I was be say "It's New York"
Next for example.
Man: Smell that? (
If I had I would have been instead that man I was be say "Smell it"
Man2: Yeah.
So, why they used that?

It was very hard for me to explain you one of the biggest my problem is that I sometimes don't feel any difference between it & that.
I think that I did any mistake. Please correct them.

I sure hope He won't. It would be a shame because I enjoy reading your posts and you can't write any posts when you're dead.

I am the one most active user in this forum if god will do what I said then you do not have any job. So, while I am alive you have got a job when you are correcting my mistakes. Besides thanks for your help while you correct my thread you lost a lot of time.

That's New York, It's new York or simply New York are all correct in this context.

Smell that? asks whether you can smell an unspecified aroma.

Smell it? refers to a specified scent. 'I'm wearing a new perfume; smell it?'
