What is debating? Is it like an essay?

    Hi,
I got this piece of writing topic for my application to a high school, "Australia should have a carbon tax." Debate both sides of the argument(Max 500 words).
Is debating like an essay, discussing 2 sides? Or is it like an exposition, but also discuss the other side? Is debating a formal writing? Can I drop the register a bit, like using rhetorical questions?

For the structure of debating. Is it like an exposition-like introduction(and also state the other side of the argument) with an essay-like body(expanding on points) and finally an exposition-like conclusion(state your own side of view)?

Any help/suggestion would be greatly appreciated!
    Thanks.

As it's written, I would approach it like an essay discussing pro and anti perspectives.

Alright, thanks Tdol. Then for the conclusion, do I pick a side or do I have to sit between the fence?
    Thanks.
