10th floor vs the 10th floor; 11th grade or the 11th grade

"A young mother in Hangzhou of Zhejiang province saved the life of a 2-year-old girl who fell from the 10th floor of a building on Saturday."

    1) Is it possible to say "from tenth floor"?

    2) Does a high school student go to 11th grade or the 11th grade? I've seen and hear used both.

What would be the hint on when to put it and when don't as in the example given above?
