    Hi,

    "That phone is on SALE? now at TH Phones, you get a good deal!"


    With 'sale' i mean reduced price as in sales

    Yes, "on sale" is understood to mean at a reduced price in this context.

    Your sentence is a run-on, however.

    Try "That phone is on sale now. At TH Phones, you get a good deal!"

    or

    "That phone is on sale now at TH Phones. You get a good deal!"

    I understand that to mean only that the phone is being sold. If the price had been reduced, I would expect to hear, "That phone is on (special) offer".

    In the US, if it's "for sale" it's being sold and if it's "on sale" the price is reduced.
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
