    featuring/featured

    Dear all,

In the sentence below, why doesn't it use "featured" instead of "featuring"?

"The broad inquiry launched by Mr Cameron, led by Lord Justice Leveson and featuring former journalists and media regulators, could bog government down for months."

Could somebody please help me understand the grammar behind it? Thank you very much.

It's present tense, the inquiry has been launched and is ongoing at the time of writing.
