    Arrow turn * (into)

Slurry is a byproduct of washing coal to make it burn more cleanly. The residents say that's what turned their well water varying shades of red, brown and black.
Is "into" missing between "turned their well water" and "varying shades"?

No. One meaning of 'turn' is 'become'.

In the following widely accepted sentence:
    The water turned red.
