    Is my sentence correct?

    During economic crises simple workers will be expected to be the first to/ who lose their jobs.

    During economic crises, low-level workers can expect to be the first to lose their jobs.

    Try not to use "simple" to describe people. In BrE, it means "quite stupid" or "peasant-like".

    Unskilled workers is fine. Laymen has a different connotation - either someone who is not a member of the clergy, or people who are not part of a specific profession.
