    would have to spend or would have spent

    If the higher education were available for all students, governments would have to spend a lot of money on building colleges and universities instead of supporting different research projects.

    What's your question?

    Higher Education is available to all students. I think you may be trying to say something about Higher Education being made available at no cost...

    Suggest you leave out the article before Higher Education.
