    "He has put a face to a raging epidemic."

    What's "put a face to" mean in this context?

    Before, this epidemic was an impersonal thing. Now, by some action of his, he has given a physical presence or symbol to the epidemic. It's not necessarily his own face or even any actual person's physical face (though this is the most common understanding of this idiom).
