The talking man had a brain illness and lost his memory. He's talking with his friend and asked by him if he's remembering someone or not? Then our character says this sentence to him:

“What am I going to use for a memory? As near as I can figure, she was a stranger. But I do have some kind of echo going around in my head. Let’s say there’s the ghost of a possibility. No more.”

I couldn't find the meaning for this question: What am I going to use for a memory?

But can it be 'how can I remember' or 'what should I do for remembering her?'

It's a statement of exasperation, he is annoyed with himself for not being able to remember.
