    The city consisted of people of different ethnicity. It has the right mix and amount of ethnicity in every area and is not segregated.

    Any reason why the past tense is used in the lst sentence and the present tense is used in the 2nd?

    I'd use 'races' instead of ethnicity.

    The city consists of people of different races who are evenly distributed.
