    Preposition of Time

    - I have to work at 9 o'clock.
    - i have to work by 9 o'clock.

Could you tell me the difference between "BY" and "AT"?
What we mean when we use BY
and what we mean when we use AT.

Do you mean to say "I have to start work at/by 9 o'clock"?

    Re: Preposition of Time

We must arrive at 9. -- This means very close to 9 itself. Not 8:30. Not 8:45. Not 9:15. (8:55 is probably okay.)

We must arrive by 9. -- This means that 9 is the very latest you can be there. 8 is okay, 7 is okay, but 9:10 is NOT.
I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
