    do I use is or are

    o The ideal would be to overcome where all transactions are being submitted from a particular location or service center.

    I don't really understand what you're trying to overcome.

    This phrase is correct, though: all transactions are being submitted
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.

    Why did you think it might be "is", given that the word "transactions" is clearly plural?
