    Is the sentence correctly phrased?

    From yesterday, praying in the streets of Paris was against the law after the Interior Minister warned that police will use force if Muslims and those of any other faith disobey the rules to keep the French capital's public spaces secular.

    1. Is 'was' correctly used in the sentence since praying in the streets in Paris is, not was, forbidden and the police will use force if Muslims ... disobey the rules...?

    I'd probably say, "From/since yesterday, praying in the streets of Paris was has been against the law, after the Interior Minister warned that police will use force if Muslims and those of any other faith disobey the rules to keep the French capital's public spaces secular."

    However, I don't think the 'was' would upset many people. Most wouldn't even notice it.
