I am not so sure about some grammar usage, such as:
I, together with some friends, "am" or "are" ?
forecast inflation "to decline" or "decline" ?
Can someone show me where to search for this grammar usage?

But look, you'll probably never hear anything like this in real life. The inordinate interest in the grammar of this structure lately is eerie.
What we really say is, "Some friends and I are ..."

Actually, I am kinda doing translation on macro economic report, and the precise wording is "this decision, together with other monetary policy amendments, blah blah blah ...".
By the way, I also want to find a website that helps me with grammar usage, 'cause I'm gonna need a lot of help on using the right prepositions and phrasal verbs, eg: to reduce inflation by 15% to 20% this year ... Is it correct?

Then you want "is". It might have been better to ask that specific question. We can handle sentences of that complexity here. ;-)

You could try to limit your use of "kinda, gonna, 'cause", etc. while on this site. We try to encourage proper English here.
