    The following is from "Unthink Emancipation Covenants" at

    Choice of Law, Forum Selection, and Arbitration
    These Covenants will be governed by and construed in accordance with the laws of the State of Florida, without giving effect to its conflict of laws provisions or your actual state or country of residence. You agree that any dispute relating to will be submitted to binding arbitration in Hillsborough Country, Florida under the commercial arbitration rules of the American Arbitration Association, and that by so agreeing you waive your rights to file suit in any court and to seek class certification of any claims you may have. To the extent an arbitral decision is reviewed and for all other purposes, you further agree to submit to the personal and exclusive jurisdiction of the courts located in the Hillsborough County, Florida.
    Why is the article used in one sentence and not used in the other?

    I'd actually say it's a mistake,

    The County of Hillsborough.
    Hillsborough County.

    But not The Hillsborough County.
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
