"He is preparing for a trip to Europe."
"He is preparing for a trip in Europe."

Could both mean the same thing?

"He is preparing for a trip to Europe" might imply he is in Japan or Argentina at the moment.
"He is preparing for a trip in Europe" might imply he is already in Europe, or perhaps he lives in Europe and wants to visit other European countries.
